Just wondering, why not use NetIQ?  Perhaps yours were in place b4 NetIQ?

You sure can do a lot with exit programs for ftp.  I am still using my 
homegrown (we even have NetIQ).
I know how to get it to allow anonymous sign on.  I can get user id's with 
an id longer than 10 characters (user id, not password).  Somewhere on my 
wish list is to add ldap lookup.
