V5R3 upgrade with CPD3DB3

Unfortunately, this is our production system.  The backup system upgraded 
flawlessly yesterday, so I thought this would go just as well.

I installed the required PTF, added the discs to the image catalog, accepted 
license agreements, IPL to IMGCLG.  An hour and a half later, I came to check 
on it and found the error message.  "Media not valid for installation function 
requested."

GO LICPGM 10 shows almost everything at *BACKLEVEL.

It is followed by CPI3D93 "No licensed programs processed." and CPI3D92 
"Licensed program installation failed." and CPI3D8C "Automatic installation not 
complete."

Any idea how to save the world at this point?
