V5R1 to V5R3 B29MM_03 and B29MM_04 will not load to image catalog

I'm working on a V5R1 to V5R3 upgrade this weekend and I ran into a
problem where 2 of the CDs (B29MM_03 and B29MM_04) will not load to
the image catalog.  I loaded the rest of the CDs without any problem
and submitted the upgrade.  Currently I'm using GO LICPGM to install
Extended Base Directory Support from CD since that was the only
licensed program that didn't install.  It's taking quite a while to
run on a model 270.

Anyone seen this problem before?
