Of course, you are right.
But, why use additional hardware while HMC can do all these jobs ?

And to discuss about the security problems, on the HMC, we have created 
specific job roles that are allowed only to run 5250 console and not 
use the WebSM not the remote shell utilities. Operators use them to 
check automatic "restricted state" backups and SRC code if any to call 
next level support.
