I have had this happen several times in the past - I
am not sure what causes it, but the resolution is
simple.  The following are my notes on the issue:

End the *ADMIN server.
End the *VPN server.
Call  QCAP3/QYAC3INAT
Then restart *VPN and *ADMIN servers.
