If AC3 was restored & not installed, then it will very likely have to be
re-installed.  It seems AC3 always needs to be installed vs. restored.
I'm not sure why, although if I had to guess I'd bet during the install
it generates an internal encryption key and that key is not valid if
restored or is stored in such a way as to not be saved.
