David,
You can download any PTF that is available so long as you're willing to download the images. The 'not available electronically' message applies only to ECS (dialip or PPP) and immediate downloads. Believe me, like you I have downloaded multiple multiple multiple 600MB+ images. Just yesterday I downloaded 10 images worth as there is a new CUMe out for V5R3 and some of the other groups updated as well.
