I realize that I could assign it this way. But I want to permanently
assign an output queue to a device.

On the STRPRTWTR command the default for output queue is *DEV. Does this
just mean the output queue with the same name as the device?

  With the STRPRTWTR command you can assign the OUTQ the printer
  writer should deal with. The OUTQ name does not have to have the
  same name as the printer.

  You can set this up in your QSTRUP programme at IPL time. Otherwise
  change it manually with ENDWTR and STRPRTWTR (I hope the correct
  commands).
