I believe this was a part of the directory server on older releases. Do you have an older version installed? Use GO LICPGM, option 10, then hit F11 to see which release of the directory server you have installed.

If you need the file, it looks like you can get it from teh following site:
http://www-03.ibm.com/servers/eserver/iseries/ldap/schema/files_body.html

(I found that with a quick Google search)
