No.  It is separate. They both are under Data Access but only Data
Transfer requires a license.  Under selective setup you can choose Data
Access, then select any of the following:

1. Data Transfer
2. ODBC
3. OLE DB Provider
4. .NET Data Provider
5. Lotus 123 File Format Support

Only Data Transfer requires a license.
