In a previous life I did S36 conversions, and the IFACTIVE OCL command, which does exactly what you're trying to do, was a big problem. I ended up building am MI wrapper around all converted jobs which served the same purpose as call. It supported (among other things) the IfActive command. It had an exit program for clean-up in case the job died unnaturally, that worked pretty well. The disadvantage to the ALCOBJ method was that the allocation lives as long as the job, so if the program abends, but the job doesn't die, the lock stays. That was a big gotcha for interactive processes, which of course, the customer assumed would just "work" same as before.
