Gotta disagree with this idea. It used to be this way until the Toronto guys got the old PDM, all compilers, and the new WDSC bundled under one price that was HUGELY cheaper than all the stuff together. The cost to IBM to distribute all the difference pieces would actually add cost and in the end stop customers from doing things that can do now becuase they have the compiler. We have many customers with one or two 'C' programs or a couple inherited COBOL programs which they can now maintain because 'get one, get 'em all'. If broken out customers would likely stick lick glue to just one language and rule out solutions that may include a few bits in another language.
