Sounds like it should work to me. Same program so ACTGRP should not be a factor. I've a couple of WAG's: 1 - Sign off and sign back on and see if that works. (Leftover override?) 2 - Try using a different file (TOFILE) and not just a different member in the same file. 3 - Upgrade to a supported version of OS/400 and call IBM and report the issue.
