Well, if you only care about libraries that contain any files you could 
try 
SELECT SYSTEM_TABLE_SCHEMA
FROM qsys2/systables
GROUP BY SYSTEM_TABLE_SCHEMA 

If that's not good enough, you could try
DSPOBJD OBJ(*ALL) OBJTYPE(*LIB) OUTPUT(*OUTFILE) OUTFILE(QTEMP/MYFILE)
and then read that
