I was thinking that they bring in garbage from around the country and make it the country's largest landfill. They use the garbage to bring it up to sea level and build on top. Everybody keeps their existing property lines. (a bit off topic for iSeries technical discussion). I'm also reminded of somewhere in Japan they built an airport on the ocean by dropping enough dirt in to fill it up. It's constantly sinking into the ocean but they've got computer-controlled (perhaps by an iSeries) hydraulics that are continually lifting and leveling it out.
