The question is what's going on here?   If there is an access path
created by the CRTLF command why doesn't it just display the data?
Other logical files instantly display records.

I also had same problems time ago. I never understood why the "optimizer" is "too much clever" and takes the wrong way...

Anyway, just make a very quick test:
Go to STRSQL and try "Select * from FILENAME optimize for 1 rows" where FILENAME is your Logical File
Do you get an instantaneous answer with your data?

I would suggest you search (lots of links... take this one just as a sample:

) on topics on "QAQQINI" file. In the previous link, search for "OPTIMIZATION_GOAL" and read on "*FIRSTIO". Different QAQQINI's could serve different goals depending of type of job... You could create your own QAQQINI file (that link shows you how to do it) and customize it to your own needs, whether for testing purposes, batch or interactive, etc. Just read many other documents on QAQQINI before you take your own decissions! But as that document reads in its first paragraph, "Use of this support on a system-wide basis is rarely advisable".
