Try to change the "naming". If you use SQL style (libray.table) the system has a different way to search than when you use the SYSTEM (library/table). In interactive SQL you can use F13 to change option.

users library list, and *PUBLIC has *CHANGE authority to it.

I'm kind of at a loss to explain why it says not found.  Any ideas?
