RE: V5R2/V4R4

Sounds like something is throwing away packets. A firewall perhaps?

Use the verbose subcommand to see more information. Look at Netstat to
see if you actually have made a connection. Do an OVRDBF FILE(OUTPUT)
to some file to catch the FTP messages.
