Try to use a Common Table Expression, I think they are allowed with QMQRY:

With x as (Select MNUser, MNName, MNOpt#, MNTitl, 
                  MNDesc, MNPgm, MNCmd, MNNew,
                  case when MNName = 'MAIN' then 'A' 
                       else MNName end as sorter 
             from menu3pf)
select   MNUser, MNName, MNOpt#, MNTitl, MNDesc, MNPgm, MNCmd, MNNew
   from  x
   order by MNUser, Sorter, MNOpt#

which sorts 'MAIN' before 'ACCT01'

is there a way to not display SORTER?  So far, I've not bothered with 
QMFORM's.
