Just this week I did a cursory glance for just that API for an issue that 
Brad Stone was having.

I just had an idea.

Are you familiar with the API QCAPCMD?  Perhaps you could use that to 
handle the command CHGFTPA and parse out the desired value(s).  Then for a 
more reasonable API you could submit a Design Change Request, or DCR.
