I'm pretty sure that you can use CHGUSRPRF USRPRF(xxxx) as long as you actually change something. Even changing the default output queue will re-enable them again. Your problem is that CHGUSRPRF USRPRF(xxxx) STATUS(*ENABLED) would not necessarily change anything for a user profile locked out of Netserver, since the user is still enabled on STATUS.
