Why would they have a hard time?  

DLTLIB will work, they'll just have to ignore journal receiver inquiry
message.
Or if you really want to stick to SQL, they can use RUNSQLSTM to run any DDL
command located in a source member, including DROP COLLECTION.

Well, if I send a saved collection to someone and they don't have STRSQL,
etc, I think they're going to have a hard time deleting it.
