Mike:

AFAIK, yes and no.

That is, there are no such things as files of type QMFORM. There are *QMFORM 
objects, but those are not files and therefore there are no 'file editors' for 
them.

I'm not really sure what's behind the menu option, but I generally use the 
STRQM command and take option 2=Work with Query Manager report forms. This 
provides what might be closest to an 'editor'.

If you want a real editor, you can also use the WRKQMFORM command (or 
RTVQMFORM) and retrieve the source for a *QMFORM object into a source file. 
From there, you can use SEU or WDSC or whatever suits you to edit the _source_ 
for the form. WRKQMFORM (or CRTQMFORM) can compile the source into a *QMFORM 
object.

But I've never had a need to edit the source. Option 2 of STRQM works much 
better for me. I suppose I could learn the source language; you never know what 
little tricks might emerge.
