I did something similar but not quite.

Its a user-maintained FAQ process.  I also used Visual Age RPG to provide a
Windows version of the same application so it works off common data and does
either green screen or Windows.

(I used the FAQ approach for two reasons.  Firstly I wanted to off-load its
upkeep to the users.  Secondly, this allows the help information to change
and adjust as time goes by.

Thoughts? Pointers?  We are Nuts?
