Compile it as a module using:
CRTCLMOD MODULE(library/srcmbr)
SRCFILE(library/QCLSRC)
SRCMBR(srcmbr)
And then use the CRTPGM command to create it as a program:
CRTPGM PGM(program)
MODULE(library/srcmbr)
BNDSRVPGM(QTOCNETSTS)
ACTGRP(QILE)
The procedure he's trying to call is in the QTOCNETSTS service program
which needs to be bound in. Unfortunately I can't create the program on
my box because it's on v4r5 and I don't have the service program.

If you have a CLP, it will compile. I won't if it is CLLE...
I think you might need to remove the DCL statement if we still want the
CALLPRC to execute....
