I'm not exactly sure what you mean by that, but the following might be helpful:
Go to the Information Center. Click Programming -> APIs -> APIs by Category -> Communications -> TCP/IP Management APIs.
You'll find an API called "List Network Connections" that you can use to get information similar to what you get with NETSTAT *CNN. This info might be useful if you want to write a program that monitors connection status?
