One problem with a smaller shop is a limited budget. This is because
to 'properly' equip a computer room with air conditioning,
uninterruptable power supply, security on the doors, etc. etc.,
you're going to take a higher percentage of the company's funds than
with a large company.
Another is the 'attitude trap--' it's too easy to slide into the
"It's just a one-line change" mode of fixes-- and fixing the live
environment without testing things. This is an easy slide because
it's just you and a few others. Setting up a complete test
environment takes time and resources (money, disk space, etc. etc.),
and you may find the money to pay for these 'frills' hard to come by.
