manage service tool profiles -- MIDRANGE-L

I need to be able to manage service tool profiles.  I followed the thread at
midrange-l about it but I don't see how to do it.  Must this be done from DST
at the console?  I am at V5R1 with current PTFs.

I am qsecofr and can STRSST but there are NO options to manage profiles.

What am I missing?
