IBM has been preaching for YEARS that limited capabilities are not a sufficient access control mechanism in a networked environment. Limited Capabilities ONLY apply to the command line and not to most of the TCP/IP application interfaces...Unless you only have 5250 hard-attached terminals or you only open the telnet server port and no others, limited capabilities provides no protection.
