As much as I hate it when people answer appends with little more than 
guesses, since no-one has yet answered definitively here is my 'guess':

I THINK you need to define a DDM exit program. This is defined via the 
CHGNETA command. The program itself and its interface is described in 
the Distributed Data Management reference.

You can find this information by searching the Information Centre for 
CHGNETA, take the second hit (DDMACC Parameter Considerations) and 
follow the link to DDM Network Attribute (DDMACC Parameter). Then take 
the link to DDM server access control exit program for additional 
security. Here you will find the interface defined and examples.
