It was the user index.  It got step on and could not find the devices.  We had 
to delete and let it recreate.

Well...pseudo random..they all start with QPADEV*, right? I'd check
those devices to see if the object authority changed.

Also, are the host servers running? Do a STRHOSTSVR *ALL...it's ok if
they're already running.
