You may want to see the content of the tape, to check if there is no 
file which is not expired.

This could be the reason. It I remember well, for example, when you 
delete a library, the tapes that contain this library never expire 
because BRMS cannot decide by itself anything about the library. The 
right process in this case would be to use an archive control group.

You can use the STREXPBRM command to see then force if your couple of 
tapes are in this case.
