The PTF may modify the software managing the hardware power-up
process.  You know how some lights go dim when you power up your old
laser printer?  There's a power hit.  A sophisticated software startup
sequence can, like the IMPL process, power up components in a way that
avoids a relatively big current draw when multiple inductive or
capactive devices are powered up.

Anybody remember System/7 Power Management application?  Back then, it
was your electric bill that blew up.
