You no longer need a weekly IPL.

IPLs are required to recovery temporary addresses.  Ever since we went from
48 bit to 64 bit, IPLs are probably only necessary when you apply PTFs.

No, but you can set the start time to be up to 24 hours in the future
when you issue the option 21.  Also, BRMS and TAATOOLs both have
features that will allow you to schedule Option 21 backups from the
console.
