I think you're a bit confused, if the users are accessing the PDF folder via a 
Netserver share using Windows Explorer, then it isn't possible for the user to 
"navigate up" into the root folder via the share.

At most, they will be able to navigate to the server level, where they will be 
shown a list of all shares on the server ( unless hidden by appending a $ to 
the share name.)  This isn't the root.

Just make sure your share's have proper security.

Now, the green screen WRKLNK '/*' is another story.  You can not remove *PUBLIC 
access to the root directory and expect *PUBLIC to be able to access any 
subdirectories.  This is due to the hierarchal nature of the IFS.  You'll need 
to change *PUBLIC authority on the individual sub-directories.
