Good question.  I lost 2 out of 4 drives on a V5R1 box that we were going to
upgrade to V5R3 so I did a clean install of V5R3 and built the rest of the
stuff from scratch.  This box automagically switched for Day light savings
time.  Another system we ran the upgrade on did not.  I had to change the
Time zone to Central cause it still thought it was PST and I cannot figure
out how to change to PDT.  OpsNav shows the TZ as flagged to use Daylight
savings time.  In Fact comparing the two systems, they were setup the same.

I upgraded from V5R2 to V5R3 on Saturday and created the data area for 
the time zone. The system didn't do the change to daylight saving time 
on Sunday, so I did it through  OPNAV.
