This worked, Thanks. Here's what I did:

Used chg36mcfg to add the DSP11 in port 3 address 6.
Used CNFIGSSP to make the device code of 10
Bounced the M36 partition twice, and when entering STRM36, specified the
configuration apply of the config name of IBMM3601 in library IBMM36

If this is the "virtual 36, I think it is from the reference of M36, you
need to find its corrosponding confgiuration object. I think on the AS400
side it will have the attribute of *m36cfg, usually kept were the m36
object is, you hope. There was a command chgm36cfg or wrkm36cfg, that were
you will add the AS400 device ID so when the machine starts, it will
allocate it to the virtual 36. It's been a while and hopefully they named
it as m36cfg. I did this alot, there was a red book on it. If you need more
I'll "dig" it out and find out for you, I dont have a 4.5 box or less
around.

Paul,

You cannot change a specific workstation. You can change the entire system
with the system value (what else) QSPCENV, or have an initial job attached
to a user profile that executes the command STRS36.
