I often find a blank wall gives me the best answers to my questions!

Found It!!!!!

There was a sequence number in the key, and this one time, the particular
sequence that is used for the chain in the first program is not in the file,
so the chain is skipped. Supposedly, it is not supposed to be able to create
the records in the file without the first sequence number, (when originally
written) but now, circumstances allow it.

Program has been fixed to handle exceptions.

Thanks for letting us bounce off the mailing lists. It did help to clarify
things in our minds.
