To be technical, if it's *SIGNOFF, they will be able to sign on enough to get signed-off. If the password is *NONE, they'll never make it past the signon screen. Now - one of the reasons you'd use *SIGNOFF is to call an initial program, and if the user tries to exit out of the initial program, it signs them off rather than taking to the main menu or whatever other menu would have been defined in initial menu.
