SEU was written in two stages. There was an initial version that was a port from the /34, editing one line at a time, done in Rochester. In R02M00 of CPF, IBM first shipped both the old and the new SEU, which is the full screen editor that we know today. SDA was prototypes by GM, a huge /38 customer, and IBM somehow got (ported, stole, licensed) the design, and first shipped in R03M00 of CPF. GM wrote it in some HLL, and IBM rewrote it far more efficiently (probably PLMI). It's unclear when the responsibility for these transitioned to Toronto from Rochester, but I would say that it was probably in the relatively early /38 days. Text Management/38, which was a kissing cousin of SEU was re-introduced in R04M00 of CPF, and this was clearly written in Toronto, because I saw a plaque in Jack Vanos's office heralding him for TM/38.
