DSPTAPCTG has an API equivalent in Retrieve Cartridge Information
(QTARCTGI).  This API can be found in the Backup and Recovery Category of
System APIs.

There are several commands on GO CMDCTG.  Are there api's for these?  I've
done a few api's in my time, so the first place I looked was infocenter.
However it's not jumping out at me there.  Mainly want:  DSPTAPCTG,
CHGTAPCTG and WRKTAPCTG.
