RUNRMTCMD supports up to 2000 characters. If you specify *SNA in the
RMTLOCNAME parameter, it will use the Client Access stuff. If you
specify *IP, it will use rexec. I don't think there's any reason why
you couldn't use a Java-based or AIX-based rexec client.
