I was provided some troubleshooting documentation and found that the problem lied in the SMTP attributes. The "FIREWALL" parameter in the CHGSMTPA command was set to *NO. I guess it needs to be set to *YES unless the AS/400 truly is the email server. Since all email on our 400 is being routed to an exchange server I needed to change that to *YES. I just wish I knew how it was changed to *NO to begin with. Nobody here claims to have changed it. The only thing we did before that was change the IP on the DNS and changed to IP on our default route. Then we restarted HTTP.
