Question: It is possible to enter DST while the rest of the system is working through some manipulation of the front panel on iSeries and older or some HMC mumbo jumbo on i5's. Response: You are correct, it is possible to force the console to DST on the iSeries boxes. Option 21 from the control panel when in manual mode will do that. There are several functions that cannot be performed in that state however so be careful about what you want to do. Since the HMC has replaced 90% of the functionality of DST on i5, there is little or no need for DST anymore. There are some areas that need to be addressed, storage dumps come to mind, but the HMC is a solid alternative to the primary partition of yesterday.
