Question:
How much of TCP/IP is awake and functioning when the iSeries is
rebooted in manual mode and stopped at DST (Dedicated Service Tools)?

Answer:

None.  When you are in DST from a manual boot, only the SLIC has started.
OS/400 is not up yet.  There is a "short" TCP/IP stack that is loaded at
that point, but only to support Operations Console functions.

There is no way the iSeries was answering FTP/SMTP requests while in DST
mode.  If you completed the IPL to OS/400, then TCP/IP will start when
QSYSWRK starts.  Sometime in V5R1 that was changed to automatically start
instead of needing to put it in the start up program.  Even in an OS/400
restricted state TCP/IP is not active.  Something else was triggering the
FTP/SMTP events.
