QPWDLMTCHR has no impact at password level 2 (I can't seem to cut/paste this
from Adobe Acrobat, but check page 43 of the "iSeries Security Reference").

At password level two you can use _any_ character.  As the manual says, it
is even possible to create a password on one keyboard that cannot be
replicated on another (at least, without knowing how to hold down the alt
key and type the ascii code directly), so have fun.
