I think you got it right there Kurt! 

If you specify *PGM on the CRTSQLRPGI it should generate the package, by
basically running the CRTSQLPKG automatically after the program is created.
I code in C so I tested this just now:

CRTSQLCI OBJ(qgpl/mypgm) SRCFILE(qgpl/mysrc) COMMIT(*NONE) RDB(mysystem)
OBJTYPE(*PGM)

but CRTSQLRPGI should behave the same way.

Obviously, if you use modules, the only way you can handle it is the way you
said, which is to run CRTSQLPKG manually, after the CRTPGM or CRTSRVPGM.
