Well I followed the link given earlier to force uninstall and then
re-installed.  Every thing is working now.  Nothing to do with the SP2
firewall.  CA V5R2 was working fine but the auto upgrade to V5R3 corrupted
the registry and would not run.  The problem is resolved now.

Thanks to all who responded, especially Vern, who helped me find the info on
IBM's Massive hiding place.

For what its worth, CA requires 2 other services beside telnet.  My 
guess is that the Windows Firewall, installed with SP2, is blocking 
those services.  Disable the firewall totally and see if it works.
