I have a program that creates a .csv file in the IFS. The file is created with authorities -rwxrwxrwx. When I run the program, it works fine. When the end user runs it, he gets a 3401 error - Permission denied. I have added authorities for the user, his group, the owner of the program (program adopts authority), and *public with DTAAUT(*RWX) and OBJAUT(*ALL). The user still gets a 3401 error. Has anyone run into this and is there a solution?

If I delete the IFS file, the user can run the program (and rerun the program with no problem), but I get the 3401 error when I run it.
