Rich, this is a dial up PPP, direct to the banks network.  There is no
firewall involved.  I have a static route to the FTP server in the PPP
setup.

Where did it hang?  

I would try toggling PASV.  If that doesn't work, I would suspect the
firewall is blocking it.
